From May 15th , 2001, Australians and New Zealanders may enter Portugal for stays of a maximum of ninety days per period of six months on presentation of a valid passport, not bearing a visa. For stays exceeding that duration or for the purpose of paid employment or studies, you are required to contact the Embassy or the Consulates of Portugal in Australia or in New Zealand for further information. Other nationals wishing to enter Portugal should contact, prior to their departure, the Embassy or the Consulate of Portugal in the Country of their residence , for further information on visa requirements.

The Portuguese residing abroad are encouraged to register in the Consulate of Portugal located in their area of residence, as a precondition to obtaining Portuguese documentation and to allow better Consular protection. To register the following elements are required: • Portuguese ID card. 1 photo, updated and in colour. For minors 10 years old and younger ones, who might not have a Portuguese ID card , a ”Cédula Pessoal”, a birth certificate or a certificate of nationality, issued by the competent Portuguese Authorities, will be required. When the applicant is unable to produce a valid Portuguese ID card and can only exhibit a valid Portuguese passport, a provisional consular registration will be made. This will only entitle the new entrant to apply for documents that do not require a valid Portuguese ID card .

NEW PORTUGUESE PASSPORT WITH BIOMETRIC DATA (“Passaporte Electrónico Português-PEP” - www.pep.pt ) 1-Holders of Portuguese Passports still valid are not required to apply for the new electronic passport (except in case of personal identification changes,as name, marital status or when the document has been damaged ) ; 2-Applicants should present a valid Portuguese ID card (“Bilhete de Identidade”); 3-Applicants are required to return their previous portuguese passport (in special circunstances its possession is allowed, after being cancelled, if it contains a valid visa that otherwise its holder might not be able to produce). 4 4-Portuguese citizens unable to apply for a new electronic passport in Sydney ( or at the Consular Section of the Portuguese Embassy in Canberra / other Consular Services also in use of the new equipment

5-When applying for these temporary passports, a valid Portuguese ID card should be exhibited . In case the ID card (Bilhete de Identidade) has expired more than ten years ago , if you have lost your valid portuguese ID card , or procceed with an application for a your first one , a portuguese birth certificate (issued less than one year before) is required . Temporary passport ´s requests are subject to individual authorisation in Portugal (usually within 4 days). 6-For these temporary passports , applicants should produce 2 colour photos, and their previous portuguese passport. 7- The temporary passport should be exchanged by the new Portuguese biometric passport as soon as possible , whenever in Portugal , or abroad through Consular Services equipped to this effect. A)AUD 114,40 : the passport is available for personal collection at this Consulate within five working days upon the date of authorisation,(AUD 98,05 for older than 65 and AUD 81,75 for minors under 12 ). B) AUD 163,45 : the passport will be delivered until the 5 th working day upon the date of authorisation at the applicant´s residence, work or study as requested (AUD 143,85 for older than 65 and AUD 130,75 for minors under 12) ; C)AUD 171,70 (“express”) : the passport will be delivered until the 4 th working day upon the date of authorisation , at the Consular Service, applicant´s residence, work or study, as requested ( AUD 155,25 AUD for older than 65 and AUD 138,95 for minors under 12 ); D) AUD 187,95 (“urgent”) delivery up to the 3d workind day upon the date of authorisation , at the Consulate, applicant´s residence, work or study, as requested ( AUD 171,60 for older than 65 and AUD 155, 25 for minors under 12). 9.Authorised international Express mail companies will take care of personal delivery of the new passport , usually between 9 am and 4 pm (if you anticipate you might be absent from home between 9- 4, when applying for the new passport it is advisable that you will give us notice to this effect and that you apply for its delivery to your working /studying address ). In case of non delivery , a note with contact details will be left by the company at the address , on the first and second days . The third delivery attempt will only proceed following telephone confirmation of place and time of delivery. 10. Portuguese citizens with dual nationality , holders of a valid passport from the respective Country ,and an expired portuguese passport ,unable to apply for the new electronic passport with the Consulate-General in Sydney or other Portuguese Consular Services equipped to this effect (Consular Section of the Portuguese Embassy in Canberra and Consulates of Portugal in Melbourne and Perth) do not need to apply for a Portuguese temporary passport in Australia or New Zealand prior to their departure (see nº 4) . When travelling to (or through) Portugal they also may directly apply , while in Portugal , for a new portuguese passport : http://www.pep.pt/ingles/aquisicao_a.htm While in Portugal, with your application for a new biometric data passport (passaporte electrónico português-PEP), you should produce your valid portuguese ID card , along with previous portuguese passport (you may keep this if proven indispensable to certify a visa) . When leaving Portugal and not accompanied by both parents or by one authorised to the exclusive exercise of paternal authority : In case the minor is son or daughter of married parents – a declaration recognised by this Consulate-General or the Consulate of your area of residence, signed by both parents, is required; In case the minor is the son or daughter of divorced parents, or with marriage annuled– the authorisation of departure, recognised by the local consular authority, has to be signed by the person to whom they were judicially granted guardianship, through the exhibition of the transcript of the judicial sentence that establishes the exercise of paternal power over the child; In case the minor of age is orphan from his /her father or mother – The authorisation, recognised by the local consular authority, should be provided by the surviving parent with a copy of the death certificate of the other parent. For other scenarios as: - Minor of age, son or daughter of a parent not linked by marriage to the other progenitor; - Minor of age in the care of a third person or establishment of education or assistance; - Minor under tutorial system; - Minor adopted or undergoing a process of adoption; - Minor emancipated, You should contact this Consulate-General, or, if in Portugal, the local competent authorities. When initiating your travel from abroad (including Australia /New Zealand) the declaration of authorisation, duely signed, has to be formally recognised and stamped by the Consulate of Portugal in the area of residence of the minors of age .
The Portuguese ID card is accepted in Portugal and other Member Countries of the European Union as a valid entry document. For other purposes ,you may be required to provide additional information on your residency, origin and reason of your trip and intended extension and location of your stay. WHEN TO APPLY FOR THE FIRST TIME FOR AN ID CARD There is no minimum age to apply to the Portuguese ID card, as long as the birth has been registered. WHERE TO APPLY In the “ Serviços de Identificação Civil” or “Conservatórias do Registo Civil” when in Portugal or , if abroad, to the Portuguese Consulate in the area of residence. REQUIRED DOCUMENTS a)Updated Birth certificate (issued less than 12 months before, except for minors of sixteen years and under, who are not submitted to that restriction on the validity of their birth certificate). b)Two identical colour pictures (minimum 4 colours), with the dimensions of 32 by 32 mm, on a flat and light background, showing the face ( with the head not covered and without sun glasses), taken less than a year ago. STEPS TO RENEW AN ID CARD (remember not to forget to present the expired ID card/ 2 pictures as above): WHENEVER: a) it has expired OR during the 6 months that precede its term of validity (b)developments would have occurred on the elements of identification (example “married”/”divorced”/ height/ name / residence…).In this case please provide a copy of the birth certificate or marriage certificate, issued less than 12 months ago, with the update changes introduced. The change of residence does not require a documental certification. c) it shows a poor condition of conservation , or it has been lost or stolen. In this instance, if no changes on the elements of identification showed on the previous ID card, have taken place, please present two photos as stated above, updated birth certificate issued less than a year ago, as well as additional identification document with a photo, stating name and other elements of identification (namely: drivers licence, passport, fiscal card,), and in the case of a lost or stolen document , a copy of the police report on this event. Birth, marriage and death certificates can be directly requested and paid by credit card to the Portuguese Civil Registration Services through the site www.portaldocidadao.pt (please enter "certidoes"in the search template - "pesquisar" -and click on "certidao de nascimento" to access the request for birth certificates, "certidao de casamento"for marriage certificates or "certidao de obito" for death certificates).
1) Portuguese citizens are welcome to enrol in the Portuguese electoral census from the age of 18 years, and are entitled vote on the elections for the President of the Portuguese Republic and the Portuguese Parliament (Assembleia da República). To this effect they are required to present in this Consulate: 1) a valid Portuguese ID card (Bilhete de Identidade) . 2) in case of previous electoral enrolment in the Portuguese Electoral Census in Portugal, in a third Country abroad or in other part of Australia, the applicants should only apply for the transfer of their enrolment. Please provide: • Portuguese electoral census card (“Cartão de Eleitor”) • Valid Portuguese ID card (“Bilhete de Identidade”) • Proof of residence abroad (driving licence or residence/work/study visa in the passport). In case of change of residence from another Country or within the same Country to another area ,please notify the Portuguese Consulate or Consular Section of the Embassy nearest to you. In case you move within the same area, please quote the number and name in your census card and forward the coordinates of your new residence to your nearest Consulate as soon as possible ( in New South Wales to mail@cgsyd.dgaccp.pt ) . This will ensure that in case of an election to the Portuguese Parliament your bulletin of vote will be forwarded to your correct address, avoiding its return to the Electoral Commission in Portugal on the basis of wrong address which ultimately, if repeated will lead to the elimination of your name from the Electoral Census. The vote for the election of the President of the Portuguese Republic is not cast by mail and an announcement on the polling stations abroad and date of vote will be made by the Consulate.
Portuguese citizens of both sexes can volunteer to the Portuguese Military Service .
According to article 37º of the Law 174/99, from 21 st. of September Portuguese citizens residing abroad (who have registered abroad in the military census with the Portuguese Consulate) may apply to be exempted from participation in the Journey of National Day of Defence . When registering on the military service census at the Consulate ,applicants are offered an application for this exemption.
• The “ Centro de Recrutamento da Armada ” (NAVY) in Lisbon ,through the phones 351-21-395 30 18, 396 11 41 or 390 91 67 / web site www.marinha.pt ; • The “ Centro de Recrutamento do Exército ” (ARMY) in Lisbon ,through the phone 351-21-795 8463 / the web site www.exercito.pt or • The “ Centro de Recrutamento da Força Aérea “in Lisbon, through the phones 351-21-757 26 25 or 351-22-59 79 84 / website www.emfa.pt For the purpose of claiming the quality of resident, for the effect of Portuguese Law, one has to live in a Country at least for 185 days per year, as a result of professional or personal reasons. To the effect of different legal provisions in Portugal , the concept of resident is variable. For instance , for the purpose of seeking exemption to the taxation on vehicles to be imported in Portugal ( imposto automóvel (IA) ), regarding residents in non E U member Countries (for example, Australia and New Zealand) ,the Portuguese Law prescribes further requirements: need of residence (and paid work), for at least a total of 24 months. Portuguese citizens settled abroad who hold in Portugal bank accounts with special conditions granted to productive migrants (“contas «Poupança-Emigrante» ou «Em moeda estrangeira» “) are supposed to annually certify, through a declaration issued by the Consulate of residence, their condition of productive migrants residing abroad. To this effect the following documents are required: Work and residence visa / copy of revenue declaration.
Certificate for importing one vehicle in Portugal: In case of definitive return to Portugal and cancellation of residence abroad (in which case the Portuguese citizen living and working abroad intends to permanently cease his/her residence definitively settle in Portugal ), in order to benefit from the entitlement of an exemption on custom duties and Car Tax (“ Imposto Automóvel”) in Portugal, regarding one motorcar registered under your name, you should present to the Consulate: • Tax income declarations as proof of work and residence for a period of 24 months. • Motor vehicle documents . • Australian/New Zealand Driving Licence. • Document showing your ownership of the same vehicle for more than the last six months . • Date of your intended definitive return to Portugal • Residence references and telephone in Portugal where in the future you might be personally contacted by the Portuguese Customs and Taxation Office to enable them to check the basis for granting and preserving this exemption. Domestic household items Certificate: IIn case of definitive return to Portugal , to the effect of applying for the exemption of custom duties in Portugal on personal belongings (used items part of the domestic household that will not represent by its nature or quantity an intention of commercial profit ) , you are kindly asked to provide to this Consulate, prior to the date of your departure: • A list of personal belongings specifying all used articles of your household ( which were in use for more than 6 months) numbered and whenever possible with mention to their serial numbers, make and model. A declaration with full personal identification, date in which you started to reside in Australia/New Zealand, and intended time for your definitive return to Portugal ( with documental proof ), complete address and phone number where in future you may be contacted by the Portuguese Customs and Taxation Office to the check the basis for granting the exemption.
Portuguese living abroad are encouraged to register their sons and daughters on the Portuguese Registry in order to allow them the fruition of Portuguese Nationality . Portugal accepts the right for people with links abroad to enjoy more than one nationality , and encourages everyone with Portuguese background to keep or to claim its nationality. Simultaneously, Portugal encourages and recognises the efforts of its citizens living abroad to further integrate and acquire the citizenship of the Country where they have settled. To register, Portuguese or Portuguese descendents living abroad should present: For people younger than 14 years : 1) Birth certificate of the minor seeking to be registered ( “Full Birth Certificate” ); 2) Both parents Portuguese passport and Portuguese ID card or updated birth certificate (issued within 6 months). In case one of the parents does not have Portuguese nationality he/she should present a valid passport and local birth certificate to the Consulate. In case the parents are married to each other but failed to inscribe their marriage in Portugal , prior to the registration of their child , they will have to seek the transcription of their marriage in Portugal through the Consulate. If there is a doubt concerning the transcription, in Portugal of a marriage celebrated abroad, involving a Portuguese, a Portuguese birth certificate issued within 6 months will be very useful. This is because all changes of civil state (marriage/divorce) properly communicated to Portugal, will be stated in the birth record of the Portuguese citizen ; 3) Simultaneous presence of both parents (the attendance of the minor is not mandatory). For people 14 years and older : ( “process of authorisation of late inscription of birth” ). 1) Portuguese birth certificates of both parents (if both Portuguese citizens) are required ,or long form Portuguese birth certificate (“certidão narrativa de nascimento”) of the Portuguese parent where the marriage to the other parent of the person wishing to register will be stated. In cases where the marriage was not registered in Portugal please present the marriage certificate and the Consulate will inform you how to proceed. . 2) Birth certificate of the youngster to register (“Full Birth Certificate”). 3) In case one of the parents does not have Portuguese nationality he/she should present a valid passport and local birth certificate to the Consulate. In case the parents are married to each other but failed to inscribe their marriage in Portugal , prior to the registration of their child , they will have to seek the transcription of their marriage in Portugal through the Consulate. Australian law was changed in 2002 allowing Australian citizens born in Australia to claim foreign nationality without automatic loss of their Australian citizenship . For acquisition of Portuguese nationality by Portuguese descendents whose Parents/Grandparents cannot prove their Portuguese nationality or in cases where a New Zealander or an Australian wants to claim Portuguese citizenship based on linkage to Portugal and the Portuguese, please consult the Consular services.
Portuguese citizens settled abroad intending to marry (or a Portuguese citizen residing abroad intending to marry a foreign national), should ask the Portuguese Consulate in their area to celebrate or transcribe their marriage. The registration will be made, thus, respectively, by inscription (“inscrição”), if performed by the consular officer, or by transcription (“transcrição”), if performed by religious celebrant or by the local competent civil authorities . Whenever a marriage is officiated by the local authorities a preliminary process of publications at the Consulate is required , BEFORE THEIR MARRIAGE BEING OFFICIATED BY THE LOCAL AUTHORITIES, in case both groom and the bride are Portuguese citizens or when one of them is not a portuguese citizen but they will adopt Portugal as first Country of residence after their wedding, this , in both cases, in order to repeal the Portuguese internal rule of mandatory separation of assets to the marriages involving a Portuguese without such a preliminary process having been organised prior to their marriage . Procedure for the marriage and its registration - The intervening parties should present to the Consulate in the area of their residence, all documents required by Law This in order to proceed ,prior to their wedding ceremony by the local authorities, with a preliminary process in the Consulate, in case they are both Portuguese citizens and intend to avoid the above mentioned mandatory system of separation of assets in Portugal which applies when a Portuguese marries without the preliminary process, ( preferring for instance the system of communion of assets or communion of assets acquired along the marriage ) . The same rule applies when one of them is not a Portuguese citizen and they intend to settle immediately in Portugal, after the wedding, having Portugal as their first Country of residency after their marriage. In this case , to avoid the above mentionned rule of mandatory separation of assets in marriages in which a Portuguese is involved and has not applied for a preliminary process of publications, THEY SHOULD ORGANISE WITH THE CONSULATE A PRELIMINARY PROCESS ,BEFORE THE CEREMONY OF MARRIAGE BY THE LOCAL AUTHORITIES TAKES PLACE.
Once the preliminary process is initiated ,the Consulate will publish a notice announcing the intent of the parties to contract marriage . Alternatively in case both Portuguese citizens have already undergone the celebration of marriage with the local authorities, precluding the prior organisation of preliminary process of publications with the Consulate, the latter will proceed with transcription of the marriage under the provision of internal Portuguese rule of separation of assets. . - The procedure will culminate with a marriage certificate issued by the Consulate. Documents required : -Birth certificate of each party. - The parties with nationality other than Portuguese should also provide foreign a civil status and nationality certificate ; - Document certifying the residence in this Country and its date of beginning. - Certificate of marriage in case it has been already performed by the local authorities (please see previous notice). Please note where there is a judicial separation or divorce, you should promote its review and confirmation by a Portuguese Court , . Please note that usually Countries do not automatically notify others on changes of this status. For the registration of property and inheritance procedures in Portugal it is essential to have an updated record of your status on the Portuguese Civil Registry. This includes the situation of widowers who need to have a record of the death of a former spouse or the registration of a new spouse included in their Portuguese birth certificate). Deceased Transfer of remains to Portugal These procedures are given priority treatment . Please present the documentation provided by the Funerary Services. Registration of the deceased Please provide: • Portuguese passport (if the deceased was registered at the Consulate) and similar document from the surviving spouse; • Death Certificate • Valid Portuguese birth certificate of the deceased, with updated marital status. The establishment of a power of attorney involves the voluntary granting to a third person of the power to represent the signatory. The person granting powers is required to be personally present in the Consulate. Documents required: ID Card / Passport Minute of the required form of power of attorney as advised by the Lawyer / Notary / Registrar – clear mention of the purpose for the required powers.
